Connect cloud provisioning

Use a dedicated Cloudflare API token for the Lab0 account. It stays in Google Secret Manager and is used only by background provisioning jobs.

The token needs Pages and Workers Scripts edit access for the account, plus Workers Routes, Zone Read and SSL/Certificates edit access for the lab0.ai zone.
